Working with the American Refugee Committee, John secured a US Department of Defense grant to shelter refugees and rebuild homes in three remote villages, directly affecting the lives of over 100 families. Once the harsh Balkan winter set in, John managed community shelter operations in three additional cities. Families who were unable to return to their homes were sheltered in converted schools and municipal buildings until the spring thaw allowed them to begin reconstruction of their homes and re-establishment of their lives.
